Ukraine knocks out 15 Russian oil refineries, causing $23.2 billion in damage: officials

kyiv’s airstrikes have knocked out 15 of Russia’s 38 major oil refineries, causing more than $23.2 billion in economic damage, Ukraine’s Military Intelligence agency (HUR) said on Thursday. Only 12 refineries are operating at reduced capacity following the precision attacks, which wiped out almost all revenue from Moscow’s oil sector from 2025, the HUR estimated. The agency specifically cited five facilities that were affected in September, including the massive Ryazan Oil Refining Company, and those refineries account for 33% of Russia’s total volume. The attacks have been a major headache for Moscow, which relies on its oil to finance its ongoing invasion of Ukraine. Attacks on refineries have also caused gas shortages in several Russian regions, including annexed Crimea, and more and more citizens are feeling the pain in their wallets from the ongoing war. Ukrainian President Volodymyr Zelensky has reiterated that he would be willing to stop repeated attacks on Russian oil refineries if the Kremlin stops its attacks on kyiv’s energy infrastructure.
