Flash flooding forced evacuations and breached levees in the southwest on Tuesday as the remnants of Hurricane Polo moved north. Flood warnings were in effect for tens of millions of people on Tuesday after the storm made landfall in Mexico’s Baja California Sur on Monday night and barreled toward the United States.
