Parts of New York, New Jersey and Connecticut were hit by flash flooding that led to water rescues, stranded motorists and half-marathon runners battling waist-deep water. Connecticut officials said parts of the state saw up to seven inches of rain in a very short period of time, according to BBC partner CBS News.
